A Transportation Corridor Committee (TCC) was formed in March of 1999 made up of representatives from the County of Will, City of Lockport, Lockport Township, City of Crest Hill, City of Joliet, Plainfield Township and Homer Township. The advisory committee was created to begin the study of an east-west transportation corridor through the central portion of Will County. The new route would serve many communities in Will County and in the surrounding region. The advisory committee endorsed the previous work and studies of communities in the area and recommended study of the Caton Farm – Bruce Road corridor.
In 2001, the Will County Division of Transportation, as lead agency of the advisory committee, entered into agreements with three engineering firms to begin a preliminary engineering study of the Caton Farm – Bruce Road corridor.

This study will address a number of complex and controversial issues. In order to make the best possible decisions, it is imperative that both the public and the decision makers be informed and educated as to the issues and the consequences of various courses of action.
The forum for this education and decision-making process is proposed to occur through a TCC whose charge is to recommend a course of action to the County Board. A series of TCC meetings will be held during the course of the feasibility study.
